I am a Medicare patient. I have received a co-pay bill from PAMF for my annual physical. My understanding is that the annual physical is exempt from from copay, but the Billing Department insists that the "coders" noticed that I discussed previously existing conditions with my doctor, which changed it from an annual physical to a regular office visit, subject to the regular copay. Is that legal?
