2 years ago my Tax return was intercepted by Citation Processing Center for the city of Downey CA.. They said I had unpaid parking tickets. This car was taken out of my name (Lease return) 7 years earlier. I called them and explained the situation and they said they would look into it. I figured my little $40 tax return wasn't worth anymore effort, the situation would be cleared up. The next year they again took my Tax return. I submitted the proper forms to DMV and they sent me a report CLEARLY showing this car had changed hands no less than 3 times since I leased it. CPC told me to fax a copy of that report and they would send me a refund. That was over 2 weeks ago. No one answers the phone at CPC anymore (Caller ID?). If a report was so easy for me to get, why didn't they get the same report from DMV? What do you need to intercept a persons tax return? Don't they need to get a judgment or something? What proof do the Courts or the CA FTB require before you can take a persons tax return? I am starting to think this is a legal scam where even if you are not guilty, they still steal your money. I believe this company KNEW I was not the Registered Owner nor financially responsible, but I was the easy mark being the only one on the list of past owners they could locate. I want to take legal action against this so other innocent people are not scammed by these people.
